From the 15th century until 1961 in Rwanda, the Tutsi people were under the rule of a king known as the mwami. The Belgian administration abolished the monarchy following a national referendum that led to independence. In contrast, in the northwestern part of the country, where the population was predominantly Hutu, power was shared among large regional landholders, similar to the societal structure in Buganda (now Uganda).
In Tutsi culture, under the rule of their sacred king, emphasis was placed on administering justice and governance. The Tutsi were the exclusive owners of cattle and sustained themselves through their own products. Their lifestyle provided ample leisure time, during which they engaged in cultivating the high arts of poetry, weaving, and music.
